One of the most significant developments within the management of human capital resources has been the change in the attitude of law firms towards temporary and contract workers. The legal profession, unlike other professional services, has been slow to realise the benefits of staff working on short or long-term contracts. Since the late '90s there has been a steady increase in the number of locums and temporary workers and it is now estimated that one in six lawyers have considered locum work or are actively working in temporary employment at any time. Law firms, local authorities and businesses have also seen the benefit. In busy periods they don't have to pass work around a department and overload other members of the team and it means a caseload doesn't have to be left unattended during extended periods of absence.
